Putin to visit India in December for annual summit with focus on strategic ties

Russian President Vladimir Putin will undertake a State visit to India from 4 to 5 December 2025 for the 23rd India-Russia Annual Summit. According to the Ministry of External Affairs, the visit will provide both leaders with an opportunity to review progress in bilateral relations, set the direction for strengthening the special and privileged strategic partnership, and exchange views on regional and global issues of mutual concern. Putin will travel to India at the invitation of Prime Minister Narendra Modi.

A statement from the Kremlin indicated that the two leaders would discuss all aspects of Russia-India relations and address key regional and international matters.

The Indian Army announced on Friday that a four-member Russian Land Forces delegation visited Indian Army formations from 26 to 28 November 2025. The visit aimed to facilitate expert exchanges in integrated safety and security of defence infrastructure. According to the Army, these interactions reflected the longstanding spirit of defence cooperation, innovation, and strategic partnership, marking the continued evolution of India-Russia defence engagement.

Last month, Putin expressed anticipation for his upcoming visit to New Delhi in early December to meet Prime Minister Modi, whom he described as a friend. He referenced the longstanding foundations of Russia’s relationship with India, highlighting its origins in the Soviet era and noting the continued value placed on this history by the Indian public. Putin stated that the bilateral relationship has operated under the special privileged strategic partnership framework for approximately fifteen years and remarked that the two countries have never experienced interstate frictions. He characterized Modi as a balanced and nationally focused leader.

Putin also stated that realizing the full trade potential between the two countries would require addressing challenges related to logistics, financing, and payment settlement. He suggested that progress could be achieved through BRICS mechanisms or bilateral arrangements utilizing rupees, third-country currencies, or electronic settlement systems. Putin indicated that these issues would constitute a key part of the discussions during the visit.
