In light of China’s aggressive behaviour in the Indo-Pacific, Prime Minister Narendra Modi has asserted India’s opposition to “expansionism” while supporting “development” during his meeting with Sultan Haji Hassanal Bolkiah in Brunei. During their discussions in Bandar Seri Begawan, Modi stressed the importance of respecting “freedom of navigation and overflight,” particularly amid ongoing tensions in the South China Sea, where Chinese and Philippine vessels have clashed over territorial claims.

A joint statement released after the talks highlighted both leaders’ commitment to maintaining peace, stability, maritime safety, and security by international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) 1982. They called for all parties to resolve disputes peacefully, respecting the principles outlined in the UN Charter and international law.

India and Brunei have elevated their bilateral relations to an ‘enhanced partnership,’ reflecting on the significant progress in cooperation over the years. Discussions covered various issues, including defence, connectivity, trade, investment, energy, space, health, education, and regional matters of mutual interest. In defence, both leaders acknowledged the need for regular exchanges, joint exercises, and increased naval cooperation while expanding economic ties through platforms like the Joint Trade Committee (JTC).

Modi thanked Brunei for hosting the Indian Space Research Organisation’s (ISRO) Telemetry Tracking and Telecommand (TTC) Station, supporting India’s space endeavours. The leaders also recognised the importance of food security and agreed to enhance cooperation in agriculture and the food supply chain through shared knowledge and best practices.

Modi’s visit to Brunei, the first by an Indian Prime Minister, aligns with India’s ‘Act East’ Policy, celebrating its 10th anniversary this year. The visit reflects India’s strategic focus on the Indo-Pacific region, where Brunei is considered a crucial partner. Brunei’s relationship with China has grown despite its claims in the South China Sea, and New Delhi is keen to explore opportunities within Brunei’s economic diversification strategy under the China+1 approach.

The visit also marked the inauguration of the new chancery premises of the High Commission of India in Brunei. Modi visited the Omar Ali Saifuddien Mosque, an architectural fusion of the Mughal and Italian Renaissance styles.

Sultan Haji Hassanal Bolkiah, the world’s longest-reigning monarch, has visited India four times, including State visits in 1992 and 2008 and attending ASEAN-India summits in 2012 and 2018. Despite its territorial claims in the South China Sea, Brunei remains focused on fostering trade ties, particularly with China, as it diversifies from an oil-dependent economy.

India, which has significant stakes in the South China Sea, aims to strengthen its partnership with Brunei and capitalise on regional strategic opportunities.
