India, Norway to expand cooperation in health sector

India’s Ministry of Health and Family Welfare has signed a preliminary agreement with the Norwegian Ministry of Foreign Affairs to extend the cooperation within health sector through the Norway India Partnership Initiative (NIPI) for a period of three years starting 2018

This cooperation between India and Norway is aligned with Government of India’s healthcare targets as outlined in the National Health Policy 2017 for achievement of Sustainable Development Goals (SDGs)

The bilateral collaboration will build on experiences from NIPI Phase I and II and focus on innovative and strategic support in executing Indian’s Intensification Plan for Accelerated Maternal and Child Survival programme

NIPI Phase III (2018-2020) contains three broad objectives - 1) Taking NIPI to scale in India; 2) Establishment of healthcare innovation hub; 3) Taking NIPI to a global scale. This will help build global healthcare capacity

India’s Ministry of Health and Family Welfare has signed a preliminary agreement with the Norwegian Ministry of Foreign Affairs to extend bilateral cooperation within the health sector through the Norway India Partnership Initiative (NIPI) for a period of three years starting 2018. This cooperation between India and Norway is aligned with Government of India’s healthcare targets as outlined in the National Health Policy 2017 for achievement of Sustainable Development Goals (SDGs). The tie-up will focus on healthcare issues of common interest such as maternal, newborn and child healthcare, along with other fields of pressing concerns. The collaboration will build on experiences from NIPI Phase I and II and focus on innovative, catalytic and strategic support in executing Indian Government’s Intensification Plan for Accelerated Maternal and Child Survival programme.

NIPI works within the National Rural Health Mission (NRHM) of India. NIPI Phase III (2018-2020) has three broad objectives – 1) Taking NIPI to scale in India. Provide strategic and technical assistance to select state health ministries to scale up successful healthcare interventions of NIPI Phase II; 2) Support to establish an innovation hub, or a think tank that will identify and test promising healthcare innovations in the field of maternal and child health; 3) Taking NIPI to a global scale. Document best practices of NIPI II and III to be shared for global dissemination and learning. The best practices in maternal and newborn child health carried out under India’s National Health Mission (NHM) and NIPI shall be shared for global dissemination and learning and thereby enabling scaling up of capacity.

The Governments of Norway and India had agreed in 2006 to collaborate towards achieving the Millennium Development Goal 4 to reduce child mortality. The partnership was based on India’s health initiative, the NHM, and aimed at facilitating rapid scale-up of quality child and maternal health services in four high focus states – Bihar, Odisha, Madhya Pradesh, Rajasthan as well as Jammu and Kashmir. As a result, over the last ten years, besides backing healthcare investments and innovations, NIPI has supported NHM through technical support at national level. The main activities in Phase I of the programme (2006-2012) were home-based new born care (HBNC), Yashoda through State health system, establishing Sick Newborn Care Units (SNCU), techno managerial support, and providing strategic support for immunization and Public Private Partnership initiatives.
