India-Angola sign key MoUs to boost trade, energy and marine cooperation

President Droupadi Murmu begins a historic four-day state visit, the first by an Indian head of state to Angola, with agreements on fisheries, aquaculture and consular matters

India and Angola exchanged multiple Memorandums of Understanding (MoUs) on Sunday to strengthen cooperation in fisheries, aquaculture and marine resources, marking the start of President Droupadi Murmu’s historic four-day state visit to the African nation from 8 to 11 November 2025.

Murmu was received with full state honours by Angolan President Joao Manuel Goncalves Lourenco at the Presidential Palace in Luanda, where she was accorded a 21-gun salute and a ceremonial guard of honour.

Following bilateral and delegation-level talks, both countries exchanged MoUs on marine and consular cooperation. A joint reading of statements was made before the media after the signing ceremony.

Addressing the press, President Murmu said the India–Angola partnership was founded on mutual trust, respect and a shared vision of prosperity. She expressed gratitude to the Angolan leadership for the warm reception and for inviting her to participate in the 50th anniversary of Angola’s independence on 11 November.

Murmu commended Angola’s developmental efforts, saying India supported the country’s journey towards growth and prosperity. She also highlighted the thriving energy partnership between the two nations, noting Angola’s crucial role in India’s energy security.

Both leaders agreed to further diversify bilateral cooperation into new and emerging sectors, including technology, health, agriculture, defence, infrastructure, and people-to-people exchanges.

An official statement confirmed that MoUs on fisheries, aquaculture and marine resources, as well as on consular cooperation, were signed during the talks.

President Murmu also welcomed Angola’s recent decision to join the International Big Cat Alliance (IBCA) and the Global Biofuels Alliance (GBA) — two global initiatives spearheaded by India to promote biodiversity conservation and sustainable energy collaboration.

She said India looked forward to working closely with Angola “to deepen cooperation under the broader framework of the India–Africa Forum Summit.”

At the conclusion of the discussions, President Lourenco hosted a state banquet lunch in honour of the visiting delegation.

President Murmu is scheduled to address the Angolan National Assembly on Monday, before travelling to Botswana for the second leg of her state visit from 11 to 13 November.
