Formal job creation under ESIC drops by 15.3% in February 2025

Provisional payroll data shows slowdown in enrolments; young workers and women remain significant contributors

Formal job creation under the Employees’ State Insurance Corporation (ESIC) fell by 15.3% month-on-month in February 2025 to 1.54 million, compared to 1.82 million enrolments in January, according to the provisional payroll data released by the Ministry of Labour and Employment on Friday.

The provisional data also showed that around 23,526 new establishments were brought under the social security ambit of the ESI scheme in February, compared to 27,805 establishments added in January 2025, reflecting a 15.4% decline.

Of the total 1.54 million employees added during February, the ministry noted that 0.73 million employees, accounting for 47.7% of the total registrations, belonged to the age group of up to 25 years.

A gender-wise analysis of the payroll data revealed that the net enrolment of female members was 0.33 million during the month. Additionally, 74 transgender employees registered under the ESI scheme in February 2025, demonstrating ESIC’s commitment to extending its benefits across all sections of society.

The Ministry added that the payroll data remains provisional, as data generation is continuous.

Employees’ State Insurance Corporation is one of the two main statutory social security organisations under the Ministry of Labour and Employment, alongside the Employees’ Provident Fund Organisation.

ESIC manages the fund under the rules and regulations laid down in the ESI Act, 1948. All employees earning up to Rs 21,000 per month contribute 0.75% of their wages, while employers contribute 3.25%, making the total contribution 4%. This contribution is used to provide medical and cash benefits to employees and their families.

Employees registered under the ESI scheme are entitled to medical treatment for themselves and their dependents, unemployment cash benefits under certain conditions, and maternity benefits for women employees.

In cases of employment-related disablement or death, there are provisions for disablement benefits and family pensions, respectively.
