The government approved a memorandum of cooperation (MoC) between India and Japan regarding a Semiconductor Supply Chain Partnership, according to an official statement. This MoC, signed in July 2023, brings together the Ministry of Electronics and Information Technology of India and Japan’s Ministry of Economy, Trade and Industry to strengthen cooperation in the semiconductor supply chain.

Japan has now become the second Quad partner, following the United States, to engage in an agreement with India to jointly develop the semiconductor ecosystem and ensure the resilience of the global supply chain.

The primary objective of this MoC is to enhance cooperation between India and Japan in recognition of the vital role of semiconductors in advancing various industries and digital technologies. The MoC will be effective from the date of signature by the parties and will remain in force for five years.

The statement also highlights the importance of government-to-government (G2G) and business-to-business (B2B) bilateral cooperation to advance robust semiconductor supply chains and leverage each country’s complementary strengths.

The collaboration between India and Japan in the “India-Japan Digital Partnership” (IJDP), initiated during the Prime Minister’s visit to Japan in October 2018, focuses on enhancing cooperation and launching new initiatives in science, technology, and information and communications technologies.

Building on ongoing initiatives such as IJDP and the India-Japan Industrial Competitiveness Partnership (IJICP), this MoC for the Japan-India Semiconductor Supply Chain Partnership aims to expand and deepen cooperation in the electronics ecosystem.

Japan is among the top five countries with a well-established semiconductor ecosystem, boasting approximately 100 semiconductor manufacturing plants.
